Officials say it was about 10 a.m. Saturday water started building up on franklin street in Johnstown around Valley Pike.
They said the Department of Environmental Protection and its Bureau of Mines were on scene.

HUNTINGDON -- 6 News has an update on a story we've been following in Huntington County.
Ten dogs continue to recover after they were found living in filth.
The dogs were discovered during a drug bust in Mifflin County, but have been in the care of the Huntingdon County Humane Society.
According to volunteers at the Humane Society, when the dogs arrived they were in pretty rough shape.
